Your issue could be a conflicting .js file, this template offers an includes all .js file called tm-scripts.js, this file contains all the javascript files as includes at the bottom of your page, right before the closing body tags, i would also recommend a css work around in the styles using inspect element in google chrome on desktop an using the developer tools see if there is a confliction of javascript on the effected pages. I have written in my own custom styles to over-ride many of the themes modded bootstrap styles. Also if you are using any other jQuery library not using the .js no conflict in addition that did not come with your theme, like a particular slider or other jQuery library I would start there. You can set scroll for those particular browsers in your custom styles. Mine works fine on iPhone 5s (ios 9.1) on both safari and chrome, however this template is very Mozilla Firefox first friendly template. I did have to create custom styles and mod some jQuery, so I have no issues on any device.....I hope this helps. Check your console for any js errors...Also bake sure all your added code is clean. This is a modded bootstrap frame work, make sure your jQuery.js which is the library is at the top, and if you have asynced or defered any of the scripts for page loading times, check that as well. Do not defer or async your jQuery.js library at the top inside the the header tags.
